If they were to name it "Sequoia" and promise a return to the look and feel of that version, they'd hit download numbers like they've never seen before.
 
what's wrong with Death Valley , or Bakersfield (although 26 would have been more appropriately named pacific palisades)

Emerald reminds me too much of The Wizard of Oz or Wicked...or the birthstone color. I don't think of the place in California (never heard of it). Is it just me?
If they go this route, I think they will call it Emerald Bay rather than just Emerald for the reasons you outline.

It’s the best candidate, though, both for relationship to Tahoe and the visual branding potential. They can play up verdant greens and blue-green waters in the wallpapers and marketing.

This could also make for an interesting contrast if they go with Redwood next, with lots of warm reds and oranges. They could even make it a trifecta with Blue Lake!
 
The whole "Big Bear" thing doesn't really make any sense. For starters, that's a Twitter/X asset, not an Apple asset. Why would they name it after the marketing name of macOS when the hashmoji itself is for WWDC, not macOS? Why would Apple tell Twitter/X the name of macOS 27 anyways? It makes much more logical sense that "Project Big Bear" is either referring to WWDC itself, or it's the name used when making the hashmoji. Either way, it's not them accidentally leaking macOS's name.
 
I like Mac OS Emerald. Since I'm not from the US, I don't know anything related to California and it places so, for me is the same which name ended as the chosen one. But for now, Emerald sounds good.

Also, I would like to see more landscape wallpapers instead those digital ones.. Catalina was the last mac OS to shows a landscape wallpaper by default.
Tahoe shows Lake Tahoe as default …

so snowy tahoe makes sense
