Brand new Magic Mouse USB-C. The top plate on the front half makes a tiny mechanical click as soon as I lightly place a finger on it. The logo area feels stable. Is this normal tolerance for the model, or does it sound like a defective unit?

That looks loose to me. It should click when you truly depress it to click it. But it appears that your mouse has some rattle beyond just the typical click mechanics.
 
Its normal. I have two. both are the same. When you are using the mouse normally there is no noise or movement at all.

Thank you for the reply. Mine actually makes a sound and moves a little even when I scroll normally as well.
