Just got the magsafe battery pack, and love the size and weight,

In safety booklet though mentions this:

Exposure to Radio Frequency Energy
The radiated output power of the MagSafe Battery Pack meets applicable radio frequency exposure limits. The MagSafe Battery Pack should be operated with a minimum separation distance of 20 cm (8 inches) between the MagSafe Battery Pack, or any devices on the MagSafe Battery Pack, and a person's body

Is this just a warning for theoretical risk, that maybe could happen, or what risk is there?

Inductive chargers (Qi, Magsafe) can mess with medical devices like pacemakers. Of course, that didn’t bother anybody before Apple got into the inductive charging game…

This warning is Apple covering their backs on the issue.
