Mail and App Store not working

both worked when I first installed 10.9 but recently AppStore will not load and Mail asks me to import inbox first which just says import failed

Created a new user account and both apps work fine under in but not my main Admin account

anything I can try to fix this, I have tried Repair Permissions

Did you use some kind of cleaning utility lately. Older versions of cleaning programs do screwing things to Mavericks.

no the only things I have installed since Mavericks is Office, Burn, and Text Wrangler

I also have recently installed Windows through BootCamp
