Mail and Shift Key Problems

So, I've noticed a big problem, that while in mail, when writing a message, the shift key doesn't work with the number keys. What I mean by this is that I can't type a !, or @, or # in my messages. In addition, I can't type a ' but can type " I don't get whats wrong. Can someone help!

repaired disk permissions, and restarted mail and it fixed it. Ahhh early adopter leopard glitches
