Does anyone know how to enforce the Mail rules on emails already read on other devices? Typical scenarios:
1. Rules applied correctly on emails read for the first time on Mac Mail
2. Rules are ignored when emails are initially read on other devices: mobile, web clients, etc.

I see that on iCloud, Exchange, and imap accounts.

You're best off setting up rules server side these days.

Alternately, you can select all the messages in a folder and do Message>Apply Rules.

Thanks Brian.. Exchange webmail rules don't support color coding specific emails like Mail does. I have been using your other suggestion of select messages > Apply Rules.
I logged a defect with Apple a couple of years ago..
