after shooting a video I seem to be able to send it immediately via mail drop.

1. when is the file uploaded? How are people able to view my file when it doesn't have much time to even upload the file?
2. Are these files saved somewhere that I need to go and delete them later?

The file is uploaded to iCloud when you attach the file. This is Apple's own storage and does not count towards your own iCloud storage cap.

People are probably seeing a preview of the attached file designed to look like a native file attachment. When they click on it, the file will then be downloaded to their computers.

All files uploaded this way will be deleted automatically from iCloud after 30 days. No extra action needed on your part, nor are you able to access those files even if you wanted to anyways.
