Mail no longer down loading all emails

With the past week my mail is not downloading all my emails. I have spoken to my ISP and all mail is on their servers (as i can access it online) but not at my home machine. I have tried to delete my current account and set up a new one but this still does not work. any suggestions anyone?

Can you tell where it's failing? Is it connecting and logging in? Does it timeout and give up, as if it has a bad password?
