Mail not hiding at startup

I have Mail set to launch at startup, and have the option checked for it to be hidden at startup, but the window still pops up when I login. What's the problem and how can I fix it?

It's a bug that's been around forever. (At least it seems that way.)

I'm not aware of any simple and clean ways to do it, but here is one method of dealing with it.
