Mail notification dots not clearing

I have an iCloud email address and use it with the Mail app on iOS and macOS. On the phone it works as expected, but on my Mac I usually have the red notification dot on the app's icon in the dock, despite not having unread mail. I have to quit the app and reopen it to clear it. Syncing or rebuilding mailboxes doesn't do anything.

Anyone know how to fix? Or is this a known bug?

This has been an ongoing problem for many people over different MacOS releases. I have the same problem at times with my phone and iPad. Mac app works fine for me.
