Mail will not attach files when replying!

When i receive an email with an attached file and i Reply, the file is not attached, but if i forward it, then it is. Shouldn’t it be better if the file is attached in both actions? Is this a matter of settings in Mail (Yosemite)?

Why would you want to send back the attachment when the sender already got it?

Im not really interested in resending the file, im interested mostly so that there would be a full history as a list of the emails along with the attached files that are sent etc.
