So I have an ipad mini retina and iPhone 5s, I have enabled continuity.

There seems to be no way to call a new number that doesn't have a contact?

I can call a contact via my iphone if there is an existing contact, but can't call a new number. Am I missing something or us this a bug?

Well there's no dialer pad. Hmm.. you have a couple potential options. Make a note with the phone number, press it to see if it gives you the option to call. Or.. ask Siri?
 
In iOS 8 with Facetime>iPhone cellular calls enabled on a wifi iPad, you use FaceTime for audio calls. It will allow you to enter a phone number there.

Apple didn't think of that. If you ask siri to call home on an ipad, it says I can't do that.
