Make smart album in Photos for "no GPS"?

This used to be possible, but I am struggling to find a way to make a smart album in the newest version of Photos (for Mac) for pictures that have no GPS info. Am I missing something or was this removed?

Set the Smart Album to show "Photo"....."Is not"....."tagged with GPS"
That should do it.
