As an update, Apple has released generic, template iTunes Extras (movie) and iTunes LP (music) downloads for you to tinker with.
I had mild success in creating my own... I got a graphic to come up and play background music. I have no clue how html and java works, but I enjoy messing around to see what I can come up with.

It looks like this is an open format that encourages people to create their own to help spread the word. I can see them releasing an outright iTunes LP creator for the Mac in the near future.
