making apps?

to make apps for an iPod, do I need to make them on the computer and then load them onto my iPod? I downloaded the jiggy runtime program to my iPod. Thanks

There is the iPhone applications Development program here: http://developer.apple.com/iphone/ you will need to own a mac though to make programs
