Most wifi routers have two frequencies, one is 5ghz and the other is 2.4 ghz...most of us use the 5ghz because it is faster...and we never log in to the 2.4ghz with the password...hence the Apple Watch can’t connect to the router because it only has the 2.4ghz Frequency...just something to check.

My watch isn't the problem, and is connected to wifi OK. The issue I have is with my Mac not being able to make 'calls via icloud connected devices'

I was wondering if Watch did 5GHz. Couldn't really tell because we got our Watches after we had to change both our SSIDs to the same for the Harmony Hub to work with everything correctly.

All Apple Watches are only 2.4 Ghz.

OP: for what it's worth I just tried this out and it worked, iPhone off, Watch on, send and receive a call over wifi. I think I tried this before and it didn't work, might have been a bug fixed with some update at some point. Nice to know in case my phone gets lost, problem will be trying to find a wifi network if I'm not at home. Can't login to most public wifi hotspots unless they use a passphrase. I do have an iPad and it also works with wifi calling with the iPhone off, that would probably be my goto device if I have that problem.

If I were to guess, the Watch used to look for your iPhone first and then when it didn't find it (because it's off), it then said it can't make a call or receive one. The Watch always tries Bluetooth to find your iPhone, it really doesn't like using wifi if it can help it and use Bluetooth instead.

I did use wifi calling on my Macbook at one point to make a call, then it disconnected because my wifi gave out for some reason 😬 From then on I only really use the iPhone first and foremost since it will switch from wifi to cellular if the wifi cuts out.
