Making downloaded programs work

I downloaded a common program, but don't know how to install it and make it work on my system. It just sists in the Shared File, and wont be dragged in Applications or even to the desktop. What should I do?

Okay, you'll have to do a little more work with us here.

What system?
What is the file? What is the extension or file type?
What do you mean by "sits in the shared file?" -- I am not aware of anything in OS X that anyone refers to as a "shared file."

bergamatt, I hope you're not running under an admin account when you're downloading software - some of it is likely to have, shall we say, "enhanced" functionality.
