I recently had to a full restore on my iPad. At that time I had folders which were named Inbox / Sent / Trash / Trained for Spam / Trained for Not Spam.

When I did the full restore, I only had an Inbox folder and a Trash folder. Is there any way to make folders within email?

No. You cannot make folder within the iPad's Mail app. The folders are sync'd via iMAP. If you had a gmail account and are trying to access those folders - make sure:
1. IMAP is enabled in gmail settings
2. Those folders exist in gmail
3. You delete the gmail account and re-install it
