Making Folders on IOS 11

For some reason, I can’t make any folders. Putting the apps together just makes the one app open or go to split screen. Am I missing something obvious? Am I doing it wrong, although I’m doing it exactly like always have?

Long press till the "X" appears then just drag and drop.

you are on a beta. its expected that things will be buggy AF

@digitalexplr above is correct. You must long press until you enter “wiggle mode” if you want to make folders.
