I am setting my elderly mother with an Ipad. I understand she can make outgoing calls to other iOS users through FaceTime audio or video. To make calls to other numbers, I can set up Skype Out. Any solutions that are free and easy to use for someone with poor English? Possibly Google Voice?

Yes, I use an app called Freetone. FreeText SMS to android or any phones, free long distance in NA, free voicemail.

Does she have an iPhone by chance? Mines just linked to my iPhone and I can call out or answer any calls on it. No additional app required

I have old iPhones 4 and 5 that can be repurposed just to send the regular phone calls to Ipad. Ipad Mini is easier to use for my mother just due to larger size. I also have several FreedomPop lines I don’t utilize, would that work?
 
Does this lets you dial only Toll Free Numbers ? or Just about any number ?

I can call any number in North America, maybe not a 1 900 line, but any regular number. I can dial from a wifi connection, or using my LTE data.

Also frEe SMS to any phone, and free voicemail.

There is an ad that pops up after a call. You press x to close it. Easy, cheap.

My kid also used it with an iPod touch to communicate with friends and family.
 
With a Google Voice number, an iPad user would have to use the "Hangouts" app to make and receive calls. Calling via the Google Voice app actually uses the phone connection on an iPhone. Hangouts makes calls via wifi or cell data.

Additionally, I am thinking that to set up a Google Voice number an actual phone number may have to be verified as a forwarding number. I could be wrong or their may be some sort of a workaround. This forwarding would be disabled after setup in the case of using it with an iPad.
 
Is the OP's mother a G Suite user implementing classic Hangouts chat? Because that's to what the announcement pertains.

At any rate, whatever the OP sets up for his mother has a chance to be altered or even discontinued. I've noticed it happening in technology a few times before.

That's not correct. They specifically say regular consumers will be moved next after transitioning G Suite customers.

"We will continue to support consumer use of classic Hangouts, and expect to transition consumers to free Chat and Meet following the transition of G Suite customers. "

Of course, but if he pointed out "easy to use for someone with poor English" my first choice wouldn't be something that's guaranteed to undergo some big changes in a few months.
 
My iPhone's Google Voice app has been updated and now has the option to use data/wifi for calls...making it a true VOIP app.

Can anyone confirm that this updated version would work on an iPad?
