We also had a TV that I could hear from my driveway when it was on standby. I could tell if someone had left the TV on before I got it the car. :D
That's funny. I can actually hear when the TV is on from a few rooms away, too, even if the volume is all the way down.

u would have to be inhuman.... r u?

Well, then there are quite a few inhumans on Earth. Some people are just much more sensitive to high-pitched noise than others. Dimmers and CRT:s make noise.

Do these people not realise that when alternating current passes through a conductor (I.e. All the wiring in and under a house) it creates an electromagnetic field, let alone all the omnidirectional broadcast radio and tv signals that have been arround for ages. Why is this sensativity thingey a new thing? I just do t buy it!

To be fair, this "sensativity thingey" isn't entirely new. For quite some time now (decades) there's been people claiming to be allergic to electricity. That would line up pretty well with your "all the wiring in and under a house"-example.

Now of course mostly these cases have been considered to imagine everything as far as I know, but the phenomena isn't brand new.

What is it with you guys over there and suing each other over anything petty?

Electrical wiring generates EMF especially in older wires with the minimum legal insulation. Does he have no electricity? The entire planet has an EMF, and doesn't it shield us from solar flares and radiation, as well as gamma rays?

I wonder, is there any medication, treatment or regiment, that can help desensitize him a bit? or is he taking medication for other ailments, that exacerbates it? Does the neighbor with WiFi have a 5ghz Draft N router they could operate (without loss) at 2.4ghz? perhaps moving it to the furthest wall away from the neighbor?

I wonder what their walls between the units look like...he probably beats it like a red-headed stepchild. ;)
