There are many websites that do not load properly on my iPhone SE. And requesting the desktop version does absolutely nothing.

See for example the attached screenshot. The table is truncated on the right side and I can't seem to do anything to be able to actually view the table.

I just wanted to check if I'm missing something about how to load/view such websites.

Edit: I'm running the latest version of iOS, i.e. 13.3.1.

Welcome to iOS Safari. If you think that's bad, try visiting websites on a phone running iOS 9. Almost nothing works (well not almost nothing - maybe 35-40% of all websites are unusable on iOS 9 Safari.

Sometimes you can get a page to scroll down farther by placing your finger just in the right spot on a page and swipe up. Often it's the very edge of something. Pretty miserable experience.
 
So if I try a different browser, I might get better results? What browser do you recommend?

I get a similar result on my 8+ in portrait mode on the site you linked to but the table is being displayed in landscape mode.
 
Turn off Orientation Lock in control center to allow the page to spin when you rotate the phone to landscape mode. That table will then show everything once the page spins. (remember that trick for other websites too).
 
Going from portrait to landscape still shows a truncated table. SE is too small. See attachment.

However, reducing the font size allows the entire table to be displayed even in portrait and then I can pinch to zoom. See next attachments.

But the smallest font size is 50%. So if a table needs more space than that to be accommodated, even in landscape, then viewing it will no longer be possible. See additional attachments.

Jailbroken iPhone 6s+, iOS 9.0.1. Using Dolphin - although just like with OP the table is truncated on Dolphin.

However, websites load on iOS 9. That said, I don't use Safari so I usually don't end up with a lot of problems. I hate Safari on every thing it runs on.

Everything is truncated on an iPhone SE ... including apps. That's one of the main reasons I finally got rid of my old one.

Yes, I experience truncation with apps as well. Poorly designed app, IMO. Just look at the font sizes, just totally random.

It depends on the websites. If the website uses dated technology then this is normal. Most tables on websites aren’t scalable in general. Especially if the site uses iFrame. You just have to scroll horizontally to see the table.

What you’re looking at is actually a web page rendered within a web view in that app. So it’s nothing different than loading a website.
