on apple site, it said that the wifi ipad on pinpoint current location using wifi hot spot. this way you can get direction to a nearest restaurant. does it work for any wifi spot? what about using a phone as a wifi spot? if I am in a moving car and use my phone as a wifi hot spot, can ipad pinpoint where it is located and get a map/direction?

There's a company that keeps a database of wifi hotspots, and the wifi location works by referencing the location of the nearest known hotspots. A mobile hotspot like one created by your phone would be useless at providing location this way, because mobile hotspots are themselves moving and not in a fixed location.
