Apple.com, tomorrow I suppose. That's what it has been the last times.

Apple events re generally available on their web site the evening of the event. As I recall, usually between 6-8pm ET.

I'm watching it right now on my Apple TV.

You can find it under "Podcasts" and then "Apple Keynotes".

Should be able to find it under the iTunes store under the same place, and yes it is free.
