Marking up just-taken photos erroring out

So, I’m developing some documentation in Pages on my iPad, and I’ve taken some photographs to include in the document with my iPhone. I wait patiently until the photos sync to my iPad, and then I go to mark them up in photos. But when I hit “Done”, it says “Unable to save photo, please try again later.”.. and then flips the photo upside down. I’m like...😳

And it’s any photo I’ve taken today.. I’ve tried waiting an hour or so... no dice. Same error.

Is there some setting I’m missing?
