Universal Markup requires password

I wanted to highlight a transaction on a credit card statement using markup on my iPad mini 5, iOS 13.3. This pop up has me confused. Is it saying the credit card company won’t allow me to markup the document because they have password protected it? I can easily circumvent this by screen shotting the doc, then markup but I have never seen this before. Granted, I don’t use markup very often. This is just on iOS. On a Mac, running Mojave, it makes a duplicate, but doesn’t prohibit me from using markup. Making a copy in iOS doesn’t change the behavior either.
