When I have Match Frame Rate on the info panel when swiping down when watching videos, like the chapters, etc, lag.

no other UI lags only this.
I’m using a supposed hdmi 2.0.

anyone else have this issue?
 
match frame rate should only change the video output when you start or stop playing, or as of iOS 14 if a screensaver kicks in when you've paused video.

The HDMI cable version isn't going to change anything, if you have an image at all, it's working. It's not going to slow down only parts of the video.

What apps is this happening in?
are you using airplay?

I'm guessing you're on an aTV-HD since you didn't mention range matching?
 
That's normal. "Match Framerate" match the tv Framerate to the movie you are playing. If the movie you are playing is 24 fps, your tv will be set to 24 fps, and the UI will only be able to refresh at 24 Hz too.

Incorrect. The UI will be at 60hz and then switch to 24hz for 24fps content and then switch back to 60hz when not watching it.

the UI referred to here is the pull down menus, that appears over a playing video.
it's at the same rate as the video, as displaying multiple frame rates on screen at the same time doesn't work over HDMI

My bad, I misunderstood, in that case you're right the ui will be at the rate of the source material.
