Match on iPhone - still using 3G data even though songs are on phone

I have enabled match and downloaded my 5 star playlist to the phone.

I have unchecked "show all songs" in itunes match settings so all I see is local tracks.

Whenever I open the ipod app, the loading spinner next to 3G spins constanly
I installed a free data monitor app and after listening to 3 or 4 songs (all local on the phone) it says I've used 2.3mb of data?

anyone know whats going on? this has added up to me using a massive portion of my data allowance in days
