I'd like to burn a double-layer DVD, but I don't have any double-layer DVDs so I'm fixing to go to CompUSA right now to get some - but I don't know if my burner supports that. (Matshita UJ-825 on a 20" iMac G5 first-gen)

If it doesn't, I'll go ahead and get an external burner at CompUSA as well. Would my Matshita UJ-825 be able to boot off of a double-layer disk?

All DVD drives can read dual layer disks since many movie DVDs and some factory pressed data DVDs are dual layer disks. Occasionally you will find a drive that cannot read a burnable dual layer disk but this is usually only a problem with the brand of disk.
