    Wouldn't be too unusual if Dell holds the master supply and servicing contract for the district.

    Just means a single point of contact for orders and repairs.

    You can get all kinds of things to happen when you offer someone a supply chain management contract worth tens of millions of dollars.... This kind of arrangement is not super unusual. And it plays on Dell and Apple's strengths both -- Dell is better at this kind of management than Apple is. Apple, I think, makes better computers. ;)
