I let my 2010 MBP run down and out of battery, I plug it in and press power and it stalls on the loading screen...

I tried it with 2 different hard drives and I get the same problem. I also reset the p v ram and fixed permissions. Does anyone have any ideas?

PRAM/NVRAM has nothing to do with battery/power/charging issues. Neither does permissions. Try resetting the SMC (instructions in the following link under CHARGING section.) This should answer most, if not all, of your battery questions:
