I got my MBP13 replaced because it was overheating like a furnace. This one I got runs cooler.
I copied everything on my new laptop and fired up phpstorm to start working on a project.
Sometimes, for apparently no reason, the macbook will throttle down to 1ghz or less and start lagging hard.
I have connected it to an external monitor.

I have attached a screenshot.

Can somebody help please? I think is a software related issue.

What do you mean by lagging hard, the screenshot does not show anything. The CPU is not throttling down to 1GHz, it is returning the power/speed necessary to run what you are asking of it. It may, of course, be an issue but not enough info to say.
 
What does Activity Monitor show is using the CPU?

Also, does this happen if the external monitor is not connected?
 
Apparently the problem fixed by itself. I'll update this post if I encounter the same problem again.
