QNIX UHD3216R is known to have HDCP v2.2 handshake issue, and there is no way to force downgrade to use HDCP v1.4 or v1.3 unless you use a HDCP cracker (which doesn't support 4K usually)

Yeah I actually stumbled across this thanks to stumbling across two hints: folk like you mentioning this was a HDCP issue on the mac, and folks mentioning HDCP issues with the QNIX and PS4. I actually managed to solve my cursor stutter issue by upgrading my QNIX's firmware. I was able to get the latest version by emailing the manufacturer (the download links were all deda); I've uploaded it here in case someone else runs into this with the QNIX UHD3216R https://www.overclock.net/forum/44-...matte-ahva-amd-free-sync-49.html#post28571308 .

Oh glad that my findings on HDCP helped you, so once again it is confirmed that the root issue is indeed HDCP!

Unfortunately I don't have any firmware to be upgraded, since my special workflow consists of non HDCP monitors...

The cause of my particular stuttering issue seemed to be my mouse polling rate. When I changed it from 1000 to 250, it stopped stuttering on my external monitor completely.
 
This thread may have solved a very strange problem I am having with a Blackmagic eGPU. With my iiyama 4k monitor attached to the eGPU via HDMI I get mouse stutter, but if it is connected to my mac mini HDMI port I don't. Going to try some different cable combinations now.

Are you using MBP16" also? eGPU does not support HDCP that's why you have the very same mouse stuttering
 
Hope this is useful for someone....

I am using an external monitor over HDMI with a Thunderbolt 3 dock from Pluggable and have been annoyed by this issue for a long time. The issue existed on BigSur as well as Catalina (both updated to whatever was current at the time).

I tried everything including rolling back the OS and tons of other stuff. In the end I swapped out my HDMI cable with a higher quality one and the issue seems to have gone away. Haven't decided yet if this even makes sense but it seems to be better now.
 
It is absolutely an HDCP issue! I first noticed this problem while at work, a 2019 MBP 16" plugged into a production switcher for graphics, I would get this occasional lag on both displays. This is how I found this forum. I didn't, however, have this problem at home while plugging straight into an external monitor using the same usb-c hub I have at work.

Looks like a few on here have been able to solve this issue by upgrading the firmware on whatever external display they are using. If you tried that, or there isn't one available, I would try this because it's what solved it for me:

Being in the live production business I have over the years encountered HDCP issues with laptops not being able to properly connect to video switchers. So a work around is to use a little 1x2 HDMI DA that strips the HDCP from the cables (https://www.amazon.com/gp/product/B0089DSLMY/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&th=1). There are others out there that will do the same thing. I am going to buy a couple of those since it seems that particular one has been discontinued.
But going through that little DA definitely fixed the lagging!
