I think a better question is who is not cheating, in one way or another?

I think that Formula One is all about pushing limits: physical, technological etc., so it follows naturally that teams will be inclined to push the rules to the limit. They need to be punished when they break the rules but at the same time I think everyone knows that teams are always searching for loopholes or simply concealing cheats. And I don't think that one teams stands above all others in the cheating arena...Ferrari is always under the microscope but I don't think they are that much worse than Toyota or McLaren et. al.

Well... they blew £300 million on the McLaren Technology Centre alone... and several million on taking a mobile version of it to all the races. :p

That said, McLaren are rumoured to be in major financial difficulties, It's only a matter of time before Mercedes take up their option to buy McLaren outright.
