I think a better question is who is not cheating, in one way or another?
I think that Formula One is all about pushing limits: physical, technological etc., so it follows naturally that teams will be inclined to push the rules to the limit. They need to be punished when they break the rules but at the same time I think everyone knows that teams are always searching for loopholes or simply concealing cheats. And I don't think that one teams stands above all others in the cheating arena...Ferrari is always under the microscope but I don't think they are that much worse than Toyota or McLaren et. al.
