I have a 14 non-pro and have always stuck with 128GB and never came close to having a memory issue. But now going to get the 15 Pro and concerned about the added file sizes of the photos using the 48MP main camera and playing with ProRAW. Will ordering the 128 memory cause an issue if I use the phone as a camera a lot?
 
Yes. 1 photo can go around 8-16 mb edited jpg to 40-80mb RAW. At best, you are looking at 10k pictures or 1250 RaW 48mp pictures - from there you decide if you want to do legwork like cleaning raws to jpg.
 
I have a 14PM and the default is always the 12MP camera and each of those pics are under 2MB. You can optionally go up to these via toggle in the camera controls:

If you always shoot in ProRaw, then yeah it’ll fill up quick. But if you stick to the default and only occasionally use ProRaw, then I think you’ll be fine with 128GB.
