I was given a early 2009 Mac mini with no memory. The speck say it needs 1066 MHz PC3-8500 DDR3 SO-DIMMs. I can get DDR3 PC3-12800S 1066Mhz SODIMM really cheap. Will these work in the mini?

PC3-12800 RAM sticks are usually 1600mhz... I don't know if that will work in a 2009 Mini. PC3-10600 sticks are 1333mhz and will work, however they will be down clocked to 1066mhz.

Can you post the serial number of the DIMMs you are looking at and I can determine exactly what they are?

While I'm sure that memory would work in a Mac... I'm still unsure (as I've never personally tested or heard of this combination) 1600mhz RAM in a 2009 machine.

Personally, I would stick with 1066mhz (PC3-8500), or 1333mhz (PC3-10600) sticks, as I know they would work.

Here are a few links to Ebay sellers with the same amount of (2GB sticks) RAM. It's all pretty cheap, also.
