Menu bar flashes when using external display (Video)

If you have an external display, and you click between both desktops, each time the menu bar flashes in random spots. I have the dark color theme, but even without it, the flashes still occur (just less noticeable obviously).

EDIT: Can someone PLEASE attempt to duplicate.

Yes mine does it as well... Display port to DVI.
