Menu bar weirdness in latest Big Sur?

Recently I've started losing the menu bar in Big Sur - literally. The menu bar is still there, but new window title bars come up behind the menubar. Launching a new app has no menu bar visible. Logging out and in again fixes the problem, as does restarting.

Has anyone else seen this?

System: M1 mini with 11.2.3, 16gb, 2 WQHD monitors (DP via a CalDigit and HDMI direct)
