Yesterday my watch for a few hours got no notifications what so ever. The phone was also silent. Toggled to on off on the watch notification app, did a reset, rebooted both phone and watch and nothing would bring back the watch notifications. Then, without warning, it started up again. Not instilling a lot of confidence as even the red dot was missing when I had multiple messages and emails on my phone.

Still having trouble feeling the haptic tap when i am up and moving around and unless I am in a quiet room the little "ding" is not heard. Leaves me disappointed, again, in Apple notification system.
 
This happened to me today also . I called  care and they also had me unpair and set up the watch again .

This morning as I had no carrier coverage ,I had done a hard reset . Actually , that is the problem ! If you do a hard reset , notifications will go to your phone first . A normal reset ( just turn the phone off and back on ) will not cause that issue .

I tried both afterwards to make sure and sure enough ! It was a headache resetting my watch twice but at least now I know ;-)))

My problem was that when using the iPhone I got no notifications at all. No notification from the phone, and no haptic or sound from the watch. Rebooting the iPhone cured it.
