Message unable to send almost every time phone boots

For the past week or so, almost every time I restart my iPhone, I get a "message unable to send" error. I've deleted all my text conversations, turned Messages in the Cloud off and on, restarted the phone (obviously), and even restored from a backup. There is no conversation in messages with any error (!) messages, so I'm not sure where this is coming from.

I'm running an updated iPhone 7+ on T-Mobile. Anyone else experience this, and/or know how to fix it?
