Messages 26 typo or bug?

Send Message has Cmd+Return as a keyboard shortcut. That works; however, my messages also send when I press just Return, which leads to my sending too many incomplete ones accidentally. Is there a setting I'm missing to always use Cmd+Return instead, or is this a typo/bug?

Interestingly it lists Cmd-Return at least as far back as OS 12.

I thought for sure there was a setting somewhere in Messages where we could specify whether Return sends the message or puts a new line. I'm not seeing it, so I must be thinking of a different app.

Could it have been a setting in an older version? That could potentially explain why it's Command-Return in the menu, so that it didn't affect the choice of the Return action.
