My issue is resolved. I went to an AT&T store and exchanged my 11 256 for another 11 128. It loaded every message from iCloud within an hour of restoring it on iOS 13.6. Hardware defect?

I think its a server side from apple. Upgrading to iOS 14 latest beta fixed it for me, but it may be a coincidence and they solved something server side. My mac is syncing now too.
