Messages in iCloud not syncing after restore.

So after restoring iOS 17 from an iCloud backup I noticed that my messages failed to download 95% of all threads with some jumping from 2023 to 2020 to 2017 etc. I couldn’t get the messages to sync properly from iCloud even after signing out and back in, turning off and on the toggle in the “sync this iPhone” section of the messages in iCloud setting...signing out and back in of iMessages...nothing.

This is just about the worst bug I have ever experienced while using iOS beta versions going back to iOS 9.

Did it ever download the rest of the messages?

If not do you have another device with the messages in tact you could re-sync?

I’m having the same issues. Restored after beta 2 to iOS 16 and I can’t sync any encrypted data to iCloud on iOS16 or 17. Tried fresh install of both and same result. I’m able to see all data on the macOS so it’s not corrupted. iPad is the same as iPhone.
