Messages not syncing

I have an iCloud account that is setup correctly and it will not sync messages. Any new messages will show up but none of the older messages will sync.

I have tried toggling messages n the phone off and on. I have also tried signing out on the Mac and signing back in.

Look in the Messages preferences and turn on iCloud Sync. That should do what you want.

Where? I don't see that anywhere. I took the machine back to high Sierra also.

this is how mine looks on Catalina, not sure if HS has this feature.

Hey all.

On my 2020 MBP 13", after syncing my iCloud messages, it still says the below message after two days:

"Downloading Messages from iCloud..."

Should I be worried or is this normal? I've turned off/on my Apple ID, iCloud, restarted my MBP/phone, etc.
