iPhone 6(S)/Plus Messages Not Working on iOS 13.3.1

I just got a new or refurbished iPhone 6s Plus through the asurion. I have activated it and am on iOS 13.3.1 When I try to type a message, I get the message saying "No Suggestions More suggestions will be shown once Messages finishes indexing." I have seen previous posts about this for iOS 13.1 Has this problem been fixed? How can I work around it or force the indexing? I have tried turning all messaging off, restarting my iPhone, turning them back on and continue to get the same message.

Do you mean keyboard suggestions?

No. The message comes up when I try to search a name in the TO field of the message.

Turn off iCloud and retry... sounds like a software glitch.
