Messenger App not displaying Notifications

I have double checked and all the setting are correct and I have even un installed and re installed the App but I cant get notifications of a message to display on my home screen

Which messenger app is this? Are you getting any mortification for it at all (badges, anything in Notification Center, etc.)?

Its the latest Facebook Messenger App I get the home icon within Messenger showing i have a message but nothinhg on my home screen where the messenger icin is to indicate i should open the App. All the selection within notifications are as recommended when you download the App, any help much apprecaited.
