Is there any software that will allow me to tap out a tempo or set one through a mic?

Assuming you have a mac with ilife... Garageband will do the trick.

garageband lets me set one, id like to tap one out to figure out the tempo. Ive used software called just Metronome, but it doesnt let me tap a tempo out

Try MetroGnome. It looks like it has not been updated in a while, but it may work for your needs and it does include tap entry. It is also freeware.
