Microsoft Word watermark question

At my job, we're moving old files from an old PC to a mac. One of the files is a .doc letterhead document with a watermark picture of the eiffel tower. For some reason, when I open the file in Mac Office 2004, the watermark doesn't appear. I tried it with Neo office and still nothing.

Can anyone offer any help?
