I need to migrate from iPhone 4 (iOS 7) to iPhone 6 (latest iOS) but I'd like to know what you suggest for this step, backup via iTunes and restore it to new iPhone, included all apps and its data?
I don't remember if iOS 7 provided iCloud settings to store and backup data.

You will need to update to the latest iOS on both phones and iTunes. Make sure you do an encrypted backup.
 
I wrote iPhone 6 with latest iOS and iPhone 4 is reached maximum update level with iOS 7!
I can't update both iPhones to the same version.

You don't need to. The new phone should be able to accept a backup from an older version of iOS. Wouldn't work the other way around though.
 
Any iPhone you would be moving to simply needs to run a greater than or equal to version of iOS to restore the backup from the iPhone you're moving from. In the case of the iPhone 6 it shipped with iOS 8 so no matter what it will take your iPhone 4 backup.

And yes I'd recommend using iTunes vs iCloud as it's much quicker in my experience.
