Does the i7 provide a significant upgrade for playing HEVC? I'm now streaming HEVC, with alot of buffering on Plex, from a 2016 Macbook Pro i5. Otherwise i would get the i5 Mac Mini if it is barely noticable

Yeah but only if 8 bit i think, 10 bit hdr should be done by the cpu.

Yes via CPU, Skylake can encode/decode 8 bit, Kaby Lake, Coffee Lake, Whiskey Lake 10 bits, we are talking about hardware encoding/decoding, you can still encode via software with any CPU

Recent Intel CPUs and integrated GPUs offer hardware support to varying degrees.
